An economic development corporation in Ohio has faced scrutiny for its collaboration with a Chinese-owned company deemed a potential national security risk, as revealed by communications reviewed by the Daily Caller News Foundation.
JobsOhio, a private entity funded by the JobsOhio Beverage System (JOBS), partnered with Fufeng USA, a subsidiary of China-based Fufeng Group, to explore the establishment of a facility in Ohio in May 2023.
The collaboration drew attention due to Fufeng USA’s links to the Chinese Communist Party (CCP) and concerns raised by the U.S. Air Force regarding national security risks associated with the company’s plans.
Matthew Davis, representing RGP Northwest Ohio/JobsOhio, reached out to officials from Paulding County to discuss the potential site for Fufeng USA’s facility. This move came shortly after the U.S. Air Force expressed concerns about Fufeng USA’s plans to build a plant in North Dakota, citing national security threats.
Fufeng USA specializes in bio-fermentation and has ties to the CCP through its parent company, Fufeng Group. Despite these concerns, JobsOhio proceeded with initial discussions with Fufeng USA but later decided not to pursue the collaboration.
The company’s attempt to establish a plant in North Dakota faced opposition, leading to its interest in Ohio. However, the project was hindered by regulatory obstacles and opposition from local authorities.
Fufeng Group’s founder, Li Xuechun, has political ties to the CCP, raising further concerns about the company’s activities and intentions.
Republican lawmakers have urged federal authorities to investigate Fufeng Group for potential violations, citing its business presence in Xinjiang, where the CCP is accused of human rights abuses against Uyghur Muslims.
In addition to Fufeng USA, JobsOhio has been involved in attracting other Chinese companies to Ohio, including a joint venture between U.S.-based Invenergy and Chinese solar giant LONGi, despite controversies surrounding LONGi’s business practices.
While JobsOhio emphasized the importance of job creation and compliance with laws in its collaborations, concerns remain regarding the potential risks associated with partnering with Chinese-owned entities.
Fufeng USA and Fufeng Group did not respond to requests for comment regarding their activities and partnerships.
